Pittore russo nato nel territorio di Rjasan nel 1923. Zakarkin ottenne la sua formazione professionale presso l'Istituto Superiore d'Arte " SURIKOW " di Mosca, formazione che portò a termine nel 1951 sotto la illuminata guida di due tra i più importanti artisti russi della fine del secolo XIX, KOTOW, Petr Iwanovitsch e J.KUGATSCH; di questi due importanti maestri fu allievo prediletto e seguito oltre il conseguimento della laurea quale professore di Pittura e Scultura delle Repubbliche Socialiste Sovietiche.
Favorito dalla sua importante formazione fu insegnante di pittura presso l'Istituto di Stato di Mosca "Surikow". Molto presto, in seguito ai suoi eccezionali successi ottenuti partecipando a molte mostre organizzate sul territorio Sovietico, ottenne il riconoscimento di Artista Emerito dell'URSS entrando a far parte delle associazioni degli artisti di Stato, dopo il 1960, Zakarkin, iniziò a partecipare ad importanti mostre d'arte di artisti russi al di fuori del territorio Sovietico e precisamente in tutti quei paesi dove l'ex URSS aveva imposto il proprio regime; lo troviamo, infatti, in Korea, in Austria, in Polonia, in Yugoslavia, in Ungheria, in Romania ed in Germania Orientale.
Diverse sue opere si possono oggi ammirare nei musei sovietici di Tscheboksary, di Jaroslawl, di Krasnodar, di Kemerowo, di Taganrog e nel Museo della Rivoluzione a Mosca; pittore di grandissima valenza artistica e commerciale è sempre più richiesto dalle gallerie private di tutto il mondo e dai collezionisti d'arte che ne fanno una pietra miliare delle loro già grandi collezioni. Al giorno d'oggi acquistare un tela di questo magnifico pittore è praticamente impossibile in quanto sul mercato si possono reperire con qualche colpo di fortuna esclusivamente dipinti di misure ridottissime eseguiti su masonite o su cartone telato.
